I was looking through some of my notes on Vietnam and ran across this forgotten gem from last year. On December 21, 2008, Madam Bảy Vân, the wife of the former Chairman of the Vietnamese Communist Party Lê Duẩn did an interview with the Vietnamese bureau of the BBC. Madam Bảy Vân reveals several important facts including how the North Vietnamese "lend" the Hoang Sa and Truong Sa archipelagos to the People Republic of China for "safe keeping" in 1958. At that time, the Hoang Sa and Truong Sa archipelagos belong to the Republic of Vietnam (South Vietnam), so I'm not sure how the North Vietnamese could lend territories that don't belong to them to China. That is like the U.S government "lending" provinces in Mexico to China even though the provinces doesn' belong to the U.S. Some of the key points in Madam Bảy Vân interview is how reluctant the PRC was in helping the North Vietnamese and what kind of sacrifice the North Vietnamese was willing to endure.
Here is what Madam Bảy Vân has to say:
"China was afraid that the vietnamese would defeat the Americans. China [ the People Republic of China] wanted Vietnam [the North Vietnamese] to wait until China becomes stronger, then China will help the Vietnamese pushed the Americans out to the Eastern sea. However, Anh Ba (Madam Bảy Vân often called her late husband Anh Ba instead of his maiden name) states that Vietnam has our own ways of doing things, If you comrade help us then we lose 10 millions people [in the war against the South Vietnamese and Americans], without your help, we will lose more people, but we will still liberate our country".
In 1971, 1972, the total population of Vietnam was around 42 millions, with 18 millions living in South Vietnam and 24 millions living in the north. Madam Bảy Vân claimed that her husband was willing to "sacrifice" the lives of 10 millions North Vietnamese or more in the war against South Vietnam until he and the Vietnamese Communist win the war. Usually for every two North Vietnamese who was wounded, at least one dies. So according to Madam Bảy Vân, Lê Duẩn and the Vietnamese Communist Party was willing to suffer a casualty of 20 millions wounded and 10 millions dead in order to win the war. The entire North Vietnamese population was expandable to the North Vietnamese leaders.

This revelation shows that the American politicians and military leaders were fools. The Americans thought that the North Vietnamese leaders would quit if they suffered enough casualty, but it was the Americans, who quit. The North Vietnamese leaders don't care about the lost of lives, since their wives and children were often sent oversea to study and only the stupid peasants or those without connections had the "privileges" to die in the war. Also, it was chilling how nonchalant Madam Bảy Vân was when she talks about "sacrificing" 10 million North Vietnamese lives. It was as if she was talking about the lost of 10 million insignificant insects.
In the same interview with the BBC, Madam Bảy Vân also reveal that the Socialist Republic of Vietnam anti-corruption campaigns is just "propaganda and lip service", Madam Bảy Vân should knows something about corruption since she lives in the Phú Mỹ Hưng area. Phú Mỹ Hưng is an exclusive area and even the cheapest house in this neighborhood cost more than $2,000,000 U.S dollars. In Vietnam, there is no loan for mortgages, when you buy a house, you have to pay for the full value of the house at the time of the transaction. The average Vietnamese makes less than $600 U.S dollars a year. The Vietnamese Communist officials and people like Madam Bảy Vân makes only several hundred dollars a month in salary or pension, so how could Madam Bảy Vân and other Communist officials owned villas that cost over several millions U.S dollars ?
The American press often lambasted the Republic of Vietnam during the Vietnam War. The South Vietnamese officials were usually portrayed as corrupt while the North Vietnamese leaders was often view as virtuous. After the war ended in 1975, those South Vietnamese whom, the American press called corrupt such as South Vietnamese president Thieu, ARVN general Nguyen Van Toan, General Dang Van Quang and other ARVN generals has to work for a living and they usually lived in lower middle class neighborhood until they passed away. Stories about South Vietnamese politicians with millions in secret Swiss bank accounts were just fanciful tales. The Socialist Republic of Vietnam officials and members of the Vietnamese Communist Party is at least 10 times more corrupt than the South Vietnamese ever was, yet we hear no complain about them from the American press.
